Because these handbooks reflected the expertise of some of the country’s leading scientists, they carried considerable authoritative weight. It might become necessary, Taylor acknowledged, to include representatives of labor unions on the NCRP, not because of any contribution to technical knowledge they might make, but to let them in on the negotiation in order to bring union practices and scientific standards closer together.

Government regulations, they felt, would stifle their research. But Wolman argued that their hospitals were large, probably with adequate monitoring. And just as the NCRP suspected the falsity of threshold values for human exposure, it was the NCRP—and specifically its oceanographer, Richard Fleming—that began to question envisioning the ocean as a giant sewer with a specific capacity to accept radioactive wastes.
